South of Market Health Center and Westbrook Plaza
Westbrook Plaza, which is located on 7th Street between Howard and Folsom streets in San Francisco, is a shining example of a truly public private partnership. Together — with the leadership of the South of Market team — the Redevelopment Agency and Mercy Housing California came together to create an extraordinary residential community. This community includes South of Market Health Center's new, state-of-the-art, 20,000 square foot Health Center and Mercy Housing California’s 49 units of affordable family housing. This undertaking represented a first for San Francisco, having co-located affordable housing and health care. Westbrook Plaza today serves twice as many patients and provides a more expansive service program to this community.
D&A was retained as counsel for the New Beginnings capital campaign. Because of an expanded need and increased costs, the original $10 million campaign grew to $15 million. The funding strategy included private fundraising and New Markets Tax Credits financing.
